Need help developing an EA

I need someone to make an EA for me. It needs to be able to have a TIME set to open specific trades in specific pairs. I do not use a certain candle or level, I just open trades at a certain time. I want it to all me to do the following for example:

Open a trade in EURUSD at 4PM PST as a SHORT position and have a 23 PIP TP and a 100 PIP SL.

Can anyone make that for me?

Follow my trading plan and maintain low leverage.

it is not possible for this ea to be written.

what you ask for is too complex.

maybe you had better call nasa.

notzero: That's useless considering the fact that it is possible to easily decompile any EX4 file and change anything there.

if it is a good EA, why not trade it yourse;lf with your funds and/or some opm?
