Yes, I had experience with those guys and you're correct - it's basically a PayPal payment engine with no refund policy whatsoever.

I've actually referred to Plimus and not the Fusion EA. I did however heard of some people getting refunds from Plimus.

I've bought with Plimus before and received refunds. As with pretty much anything, if you search hard enough you will find someone that's not happy with some part of the service that somebody offers.

I'm only using the Fusion EA which is five of the strategies combined. However I'm not using one of the strategies as it's a martingale system.
