I wouldn't say that.
It's not easy to find a balance there but it can definitely work(thought not with default settings since they have been just thrown there and have not been tested/studied/whatever enough) to keep the DD from skyrocketing. It's a challenge in itself to make it work in any reasonable way.

There are a lot of parameters to change and optimize this EA. It's not easy to learn to use and you might have not spent the time to learn using it? There are lots of ways to stop this EA going against the trend or surviving from it. But you really have to know what you're doing with this one.
You shouldn't talk down something that you don't understand well.
EDIT: Seems that B3 in those accounts that you linked has been in either unknowing hands or there have been some tests with different sets(crazy sets, so to speak).
