Maybe you should add some restrictions on who can receive a vouch based on the following criteria :
1. Minimum membership period (say at least 3 months)
2. Minimum number of posts
If both these conditions are met, only then display the "Vouch" link, for others to be able to vouch for the new user if they want to.
Although this will still be insufficient to completely eliminate the abuse of the vouching system, I think it will at least reduce it by making it a little more difficult.

1. Use the 1st account to get at least 3 vouches. (these will be genuine vouches)
2. Create another account and earn at least 2 vouches and give 1 vouch using the 1st account. (n......

As the history becomes long it is difficult to see the points in the chart, because they are so close together. It would be nice to be able to zoom in on any section of a chart to overcome this difficulty.
Better ideas with the same objective are welcome, so feel free to share.
