I think the owner is not selling the EA. This signal is available on MQL5 where you can copy his trading.

Anyone can create a broker without a license. It is easy but you will no longer see the money.
Any broker at the beginning of the journey is not licensed! It is possible to obtain a license after some time of activity, I have a number of checks.

Unregulated brokers are well kwown for manipulation. They just adjust anything they want ( bucket shops) whereas regulated ones will be heavily fined or revoked the license by the authority.
