Is their a customizable EA that you can buy where you can specify your own entry and exit parameters based on technical analysis condition/s?

yes, go for Blessing. It has loads of customizing parameters, and its quite cheap! cost you nothing :]

This is not hard to do on your own - find a free EA and alter the rules for entry/exists - the code in mql4 is pretty straight forward.
