MetaTrader Time of Day/Day of Week order open filter app needed

I need an app created that will interact with a specified given running instance of metatrader 4 and at user-specified 'times of day' and/or 'days of week' the app will DISALLOW the opening of new orders from any EA (and then RE-ALLOW them when the filter window is over). This can be manually done now by opening 'EA properties' and unchecking the 'allow live trades' box, and therefore I could theoretically build a windows macro to do this, HOWEVER, we need a command-line app to do it instead so that it is not screen or mouse position dependent. Two key requirements are:

1) the app must be able to be run as multiple concurrent instances so as to be used on multiple concurrent instances of mt4

2) Programmatically disallowing/allowing of new live orders must not otherwise affect the running of the EAs in terms of closing/managing any already open positions, just new order placement/opening

3) mt4 broker server date/time will be used

But I have dozens of EA's, and will likely use dozens more different ones in the future. How can I universally edit the EA's?
