The MQLLOCK crap doesnt activate the EA after restarting.. Anybody else with this issue?

How do you know this? Cristal ball on the trading desk? And what if Spain and/ or Italy go belly up? Do you remember what happened last summer on Greece????

That's a pretty lousy latency I would say...have you tried to connect to their server through a vps located in the same area?
