Which Broker Allow Fast Scalping?

I get to know Arbitrage EA few years back.
The concept is use 2 different broker and get the feed price from the fast broker to predict the future.
The Lot size usually big and it close fast as market price always up and down.
Today, just found out a method sort like Arbitrage but it didn't use feed back price, just stand alone working.
As I browse through the Market http://www.mql5.com/en/market/product/4365# and wonder why some EA can sold over $1k above.
And they do got Demo download for BackTest only, so I download and see how the EA trade.
Amazingly I found this Tactic sort like Arbitrage where you do open and close trade fast and run away even less than a pips if profit.
The Strategy performance is like this :
1) Open BuyStop & SellStop few pips away from Price.
2) When Price spike Up/Down, it always set BreakEven first, the close Profit in split of second.
3) It produce great profit as most time win and Lot size are compounding up.
4) This tactic is like waiting BreakOut Moment, with BuyStop & SellStop follow the price all times.

Now the question :
1) Which Broker allow you to scalp and no need the hold the position for a duration of times.
2) This EA seem have sure win Tactic, so need to avoid Market Maker Broker.
3) The EA refundable if not work? What is the MQL5 Market Sales Policy?

For AdaptiveScalper, is much more better logic.
It only open at detected Price Action and did hold some minutes before it get 3 pips profit.
But it did not guarantee most time profit.

Nope, I still learning to write EA.
By the way these EA is go through MQL5.com which required filtration and inspection before can up in the market shelf rite?
If next time I sell EA, sure I will choose MQL5 portal also as it got the encryption and activation PC limit function provided.
So I wonder how the regulation of Market MQL5, does it has 90 days refund as like most E-product?
