If you were to place a limit order 10 seconds prior to the release, you might secure a favorable position in the execution queue at your specified price. However, during those 10 seconds, there is a heightened risk of having your order triggered erroneously.
Conversely, when you position your order within the last second, it's probable that you'll find yourself closer to the back of the queue, which can result in less optimal execution.
