Well such a shame it already happen yesterday night, it had little effect as it was a tiny taper of $10 billion.
The effect is simple, it follows the law of offer and demand. The scarcity of something defines its value. If you stop printing billions of green bills, it should start appreciating.

There is nothing written on stone, it is how the market will react to such a news.
Fed deliberately picked December to announce taper because it's quiet bullish for stock. As you might know, S&P 500 is breaking new record every month.
That's only short term impact IMO, on long term as @Thalantas noted supply/demand will rule the market.
