You could try window phone and install mt4. None of the mobile metatrader platforms allow you to use an EA.

I thing there are small-size notebooks (8-10 inch)
They have limited hardware ability, but use WINDOWS.

Apparently Wine is coming to Android sometime soon, but I don't really understand why you'd want to run a EA on a phone.

Simply put it in the cloud or on a server and if you really have to access it use a remote desktop. Several of those available for Android.
