What does it mean when i'm told "Forex Markets Are In Range"

I believe it is when the market is moving sideways, like in a channell. Eg, they are rising and falling between a level of resistance and a level of of support and don't often go outside that. Often refered to a "range bound" as oposed to a trending market that has higher highs or lower lows.http://www.myfxbook.com/files/thetimingguy/range_bound.png
