I suggest switching to our EA if you're not using it yet, to avoid any connectivity issues which might arise when using the publisher.As to the second question - yes, at the moment the data updates only when MetaTrader is open.

Just go to your portfolio, to the history tab of a system. You'll see a small icon of a pencil - click on it.
