Creating EA for MT4

Hi everyone, I am new to EA's on MT4 platform and am looking for further information on how to have them created/written? I am wanting to have one created to do the following:
Place an entry order that trails the previous bars high/low to sit there and get triggered into a trade. Also one to do the same for exiting a trade - be able to set it so that the exit order trails the previous bars high or low.
Be able to set it to trail a certain amount of pips from the high/low not just directly above/below.
Be able to apply it to the following time frames 15min, 1 hour, 4 hour and Daily.
Be able to set multiple lot sizes.
Any information on how to go about doing this or contacts who are able to create EA's would be greatly appreciated.
