I begin by replying that an EA can both recall an external indicator (in ex4 format) and integrate it (although without necessarily depicting its historical series) within the EA.

The remuneration is established during the analysis of the budget and only if accepted will the development continue.
Generally the estimate is free (unless strategies are so complex as to have to examine an entire encyclopaedia made up of many volumes ...).
