Instaforex got a license with the Central Bank of Russia (CBR) in 2017. (https://www.forexbrokerz.com/brokers/insta-forex) The CBR is Russia’s financial mega-regulator which oversees the banking and all other financial markets in the country. As of 1 January, 2016, locally-based forex brokers are required to be licensed by CBR in order to operate in the country. As far as I know only a few local Russian brokers have such a license. That said, that license does not necessarily mean the broker’s trustworthy. After all, they gave one to InstaForex, which, as you said, does not exactly...

That was no random spike, the reason for that movement was the Swiss Bank unpegging the Franc from the Euro, causing panic.

The longterm range this pair is stuck it makes it almost impossible to trade unless one is opening very shortterm positions.
