Stability exists on a spectrum. No asset can be defined as "stable" or "unstable". All of them are stable to some degree, and this degree doesn't remain the same over time. Short term fluctuations are indeed just in the last decimals but long-term, changes happen, fundamentals can affect the prices greatly, and at times the market is more volatile than at other times.
