It is the National Bank of the Republic of Belarus that is responsible for deciding on interest rate policy in Belarus. Refinancing rates are the country's official interest rates.
A higher than expected figure should be seen as positive (bullish) for the BYN while a lower than expected figure should be seen as negative (bearish) for the BYN.
