Curious: what stops a subscriber from passing on another person's signal?

I'm wondering if the following scenario happens:
Original signal provider (SP) provides signals to a bunch of subscribers. One of his subscribers then becomes a signal provider using the original SP's signals.
It's kind of a bit like SP piracy.
Is there a mechanism which stops this?
