i think so. if usd goes down, that means it is worth less, so it takes more usd to buy eur or gbp. therefore, on a chart, the price of eurusd or gbpusd will go up. because the dollar has lost value, it takes more dollars to buy the others. you are using the "quote currency" (usd) to buy or sell the "base currency" (eur, gbp).

the best way to use Ea is you have to get out of the market with loss or profit
