Despite Armenia is a country with no available energy resources, it receives a large amount of capital from foreign direct investment and remittances to the construction industry, which is the most important sector of the economy,   Armenia's modernization efforts have concentrated on the growth of small-scale agriculture and small and medium-sized industries to overcome the outdated Soviet agro-industrial model. Despite this, manufacturing and agriculture continue to be overtaken by services. Armenia's shadow economy and corruption issues have not been addressed by recent tax revisions.
