Can someone explain how to send money from a debit card to a Bitcoin address without having to create a Bitcoin wallet? What is the easiest and quickest way to do this?

Quite a few exchanges have card accounts now like crypto.com, Coinbase, Binance etc.
If you can't spot the liquidity then you are the liquidity.

Thank you. If I understand correctly, it is necessary to create an account with a currency exchange (such as Kraken) and link one’s bank card with that account in order to be able to exchange the money in the bank account for the Bitcoin currency and send it to a Bitcoin address.

I wanted to obtain this information to tell a person in the United State how to send money from his bank account to a Bitcoin address. The money has not been sent yet.
In Russia where I live, there are various exchanges like the one below, which does not require the creation of an account and then linking one’s bank card with the account. A person simply has to provide his credit card number, along with some other information, and specify a Bitcoin address to which money is to be sent.
Are there similar exchanges in the United States which do not require the creation of an account and linking one’s bank card with that account?
