No they aren't a scam but they're very hard to complete and pass. The conditions you need to trade under once passed are often more lenient than they are to pass the tests themselves. But in my opinion if you can pass them they are a good short-medium term solution to pump up your own capital and then bin off the prop firm and trade for yourself.
If you can't spot the liquidity then you are the liquidity.
This needs to be checked separately, I think that in any case it is better to ask about the experience of real customers of the company, they will be able to tell you what and how.
