Yeah that is right.
But to vote against somebody first the user has to gat a number of positive vouches, which is not that easy to achieve.
Off course it's my opinion and I think it might work.

Yess I agree with this, maybe make down voting more demanding than up voting. so to up vote right now you need 3 vouchers, to down vote you require 5 vouchers.
