How to know the price is moving more fundamental than technical

I have had a challenge recently with confusing price movements rejecting all technical levels which are significant. For example 'on Tuesday PMI news release day', the price movement was unpredictable and acting strange considering price action since the market got open specially after London session opening. I have realized that's because of the PMI news. here is the question: although I know it is not advised to trade during news time but many financial news even with high impact never cause such confusion in the market. I want to know if there is a way to distinguish high impact news in terms of their market confusion impact on the market .

It depends on market sentiment and their reaction.
Forex market is driven by economic factors that drive economies of respective currencies.
If the previous economic datas are positive with this incoming debt ceiling, the markets are going to react vigorously.
And they want to shift from Libor to sofr markets by June, expect news to have much volatilities than ever before.
The key is risk management.
