Is there any technique that can guess next 4h is trending or volatile?

I developing an EA but I need to guess the market condition in the next 4h is trending or volatile / swing so EA can do optimize its performance. Is there any technique that is possible to do that with the accuracy >50%?Any help, keyword, theory, link, existing indicator are welcome.
